河南省減污降碳協同增效行動方案
為(wei)深入貫徹黨中央、國務院關于碳達峰、碳中和重(zhong)大決策部(bu)署,落實省委、省政(zheng)府工作要求,推動實現(xian)碳達峰、碳中和目標(biao),制定本行動方案。
一、總體要求
(一)指導思想
以習(xi)近(jin)平(ping)新時代中(zhong)國(guo)特色社會主義思想(xiang)為指導,全面貫(guan)(guan)徹(che)黨(dang)的二(er)十大精神(shen),深入貫(guan)(guan)徹(che)習(xi)近(jin)平(ping)生態文(wen)明思想(xiang)和習(xi)近(jin)平(ping)總(zong)書記視察(cha)河南(nan)重(zhong)要講(jiang)話(hua)重(zhong)要指示(shi)精神(shen),完整(zheng)、準確、全面貫(guan)(guan)徹(che)新發展理念(nian),錨定“兩個確保”,落實“十大戰略”,以減(jian)污降碳協同增效為抓手,加強(qiang)碳達峰(feng)、碳中(zhong)和與(yu)生態環境保護工作(zuo)統籌(chou)融(rong)合,推(tui)動我省綠色低碳轉型(xing)發展。
(二)基本原則
堅持目標導向。圍繞落(luo)實碳達峰目標與碳中和(he)愿景,加強頂層設計,著力解(jie)決(jue)與新形勢新任務新要求不相適應的問題,按(an)照“先立后破(po)、不立不破(po)”原則,協(xie)同推(tui)動經濟社會高(gao)質量發展和(he)生(sheng)態環(huan)境高(gao)水平保護。
強化統(tong)(tong)籌(chou)協調(diao)。將經濟社會高(gao)質量發展與(yu)碳達峰、碳中和及生態環境保護統(tong)(tong)一謀劃(hua)、統(tong)(tong)一布置、統(tong)(tong)一實施(shi)、統(tong)(tong)一檢(jian)查,正確處理發展和減排、整體和局(ju)部、長遠目標和短期目標、政府和市場等關系(xi),建(jian)立健全統(tong)(tong)籌(chou)融(rong)合的(de)戰略(lve)、規劃(hua)、政策和行動體系(xi)。
突出協同增效。把減污降碳作為源頭治理的(de)“牛鼻子”,協同控制二氧(yang)化碳與污染物排(pai)放,協同推進(jin)(jin)適應氣候變化與生態保護等工作,深入打好污染防治攻堅戰,促進(jin)(jin)碳達峰行動實施。
(三)目標指標
到(dao)2025年(nian)底,全省(sheng)單位生產總值(zhi)二氧化碳排(pai)放強度降(jiang)低(di)指(zhi)標達到(dao)國家要求,空氣(qi)環(huan)境質量(liang)持續改善(shan),逐步建立以強度為主、總量(liang)為輔的(de)二氧化碳排(pai)放控制(zhi)體系,減(jian)污降(jiang)碳協同管(guan)理機制(zhi)初步建立,統籌融(rong)合(he)工作格局基本形成(cheng)。
到2030年前,全(quan)省單位生(sheng)產(chan)總(zong)值二氧化碳(tan)排放強度持(chi)續下降,空氣環境質量顯(xian)著(zhu)改(gai)善(shan),減污降碳(tan)協同管理體系更加完(wan)善(shan),能力顯(xian)著(zhu)提升,有力推動碳(tan)達峰目標(biao)實(shi)現。
二、重點任務
(一)協同推進生態(tai)保護源頭控制
1. 加強(qiang)生(sheng)(sheng)態(tai)環(huan)(huan)(huan)境(jing)(jing)分(fen)區管控。全面落實(shi)(shi)主體功能(neng)區戰略(lve),充分(fen)銜接國土空間規(gui)劃分(fen)區和(he)用途管制(zhi)要求(qiu),將生(sheng)(sheng)態(tai)保護紅(hong)線、環(huan)(huan)(huan)境(jing)(jing)質量底線和(he)資源利用上線作(zuo)為(wei)硬約束落實(shi)(shi)到(dao)環(huan)(huan)(huan)境(jing)(jing)準入單元,建立差別化的生(sheng)(sheng)態(tai)環(huan)(huan)(huan)境(jing)(jing)準入清單,堅(jian)決遏(e)制(zhi)“兩高一低(di)”項目(mu)盲(mang)目(mu)發(fa)(fa)展。推動涉“兩高一低(di)”項目(mu)有關(guan)行業專項發(fa)(fa)展規(gui)劃和(he)產業園(yuan)總體規(gui)劃依法開(kai)(kai)展規(gui)劃環(huan)(huan)(huan)評(ping),嚴格規(gui)劃環(huan)(huan)(huan)評(ping)審查(cha)。在規(gui)劃環(huan)(huan)(huan)評(ping)中開(kai)(kai)展碳(tan)排放評(ping)價試點,推動高耗能(neng)行業減(jian)污降碳(tan)協(xie)同(tong)控制(zhi)和(he)綠色低(di)碳(tan)發(fa)(fa)展。(省(sheng)生(sheng)(sheng)態(tai)環(huan)(huan)(huan)境(jing)(jing)廳(ting)(ting)牽(qian)頭,省(sheng)發(fa)(fa)展改革委(wei)、省(sheng)工(gong)業和(he)信(xin)息化廳(ting)(ting)、省(sheng)自(zi)然(ran)資源廳(ting)(ting)、省(sheng)政(zheng)(zheng)府國資委(wei)等按職責(ze)分(fen)工(gong)負(fu)責(ze),各省(sheng)轄市人民政(zheng)(zheng)府、濟(ji)源市示范區、航(hang)空港(gang)區管委(wei)會負(fu)責(ze)落實(shi)(shi)〔以下各項任務均需各地政(zheng)(zheng)府落實(shi)(shi),不再一一列出〕)
2. 推(tui)進綠色(se)低碳產業發(fa)(fa)展。嚴(yan)格(ge)落實“兩高(gao)一(yi)低”項目(mu)會商(shang)聯審機制,按照(zhao)產能(neng)置換、“三線一(yi)單”、煤(mei)炭(tan)消費替代、區域污(wu)染物(wu)(wu)削減(jian)等政(zheng)策要(yao)求,強化(hua)項目(mu)環評及“三同(tong)時(shi)”管理。支持符(fu)合(he)條件的新(xin)(xin)建(jian)、擴建(jian)“兩高(gao)一(yi)低”項目(mu)采用先進的工(gong)藝(yi)技術(shu)和裝備,單位產品能(neng)耗、物(wu)(wu)耗、水(shui)耗和污(wu)染物(wu)(wu)排放強度等應(ying)達(da)到清潔(jie)生產先進水(shui)平(ping)。原則上嚴(yan)禁新(xin)(xin)增(zeng)鋼(gang)鐵(tie)(不(bu)含短流(liu)程(cheng)煉(lian)鋼(gang)項目(mu)及鋼(gang)鐵(tie)壓(ya)延加工(gong))、電解鋁(lv)、水(shui)泥熟料、平(ping)板玻璃、傳統煤(mei)化(hua)工(gong)、焦化(hua)、鋁(lv)用碳素、磚瓦窯、鉛鋅冶煉(lian)等行業產能(neng),合(he)理控制煤(mei)制油氣產能(neng),嚴(yan)控新(xin)(xin)增(zeng)煉(lian)油產能(neng)。(省(sheng)發(fa)(fa)展改(gai)革委、省(sheng)工(gong)業和信息(xi)化(hua)廳(ting)、省(sheng)自然資源廳(ting)、省(sheng)生態環境廳(ting)、省(sheng)政(zheng)府國(guo)資委等按職責(ze)分工(gong)負責(ze))
3. 探索實施(shi)碳(tan)排(pai)放(fang)影響(xiang)(xiang)評(ping)價(jia)。把碳(tan)排(pai)放(fang)評(ping)價(jia)作(zuo)為(wei)(wei)環(huan)(huan)境影響(xiang)(xiang)評(ping)價(jia)的重(zhong)要(yao)內容,在環(huan)(huan)評(ping)文件中(zhong)設置碳(tan)排(pai)放(fang)評(ping)價(jia)專章(zhang),開展碳(tan)排(pai)放(fang)量(liang)(liang)核算,落實區域和行業(ye)(ye)達峰行動方案、清潔能源(yuan)(yuan)替代(dai)、清潔運輸、煤炭消費總量(liang)(liang)控制(zhi)等政策要(yao)求(qiu),推動實現碳(tan)排(pai)放(fang)作(zuo)為(wei)(wei)建(jian)設項目環(huan)(huan)評(ping)管理的約(yue)束指(zhi)標,建(jian)立(li)碳(tan)排(pai)放(fang)源(yuan)(yuan)頭控制(zhi)機制(zhi)。按照國家(jia)統一部署,初步建(jian)立(li)以綠(lv)色(se)低碳(tan)為(wei)(wei)導向的重(zhong)大經(jing)濟、技術政策生態環(huan)(huan)境影響(xiang)(xiang)論證(zheng)工作(zuo)機制(zhi)。(省(sheng)生態環(huan)(huan)境廳(ting)牽(qian)頭,省(sheng)工業(ye)(ye)和信(xin)息化廳(ting)、省(sheng)自然資(zi)源(yuan)(yuan)廳(ting)、省(sheng)政府國資(zi)委等按職責分工負責)
(二)協同推(tui)進能源領域減污降碳
4. 大(da)力(li)推(tui)(tui)(tui)(tui)動煤(mei)電(dian)結構優(you)化調整(zheng)。優(you)化煤(mei)電(dian)項目(mu)布局,推(tui)(tui)(tui)(tui)進煤(mei)電(dian)“以大(da)代小(xiao)”、“以新(xin)(xin)換舊”容量替(ti)代建設;在豫東、豫南(nan)(nan)等電(dian)力(li)缺口(kou)較大(da)地區(qu)(qu)有(you)序(xu)建設大(da)型先進支撐(cheng)性和調節性煤(mei)電(dian)項目(mu),在存在重大(da)供(gong)熱(re)(re)缺口(kou)的(de)區(qu)(qu)域新(xin)(xin)建保障性民生熱(re)(re)電(dian)項目(mu)。嚴格控制燃(ran)煤(mei)發(fa)(fa)電(dian)機(ji)(ji)組(zu)裝機(ji)(ji)規(gui)模,禁止新(xin)(xin)建自(zi)備燃(ran)煤(mei)機(ji)(ji)組(zu),淘汰(tai)20萬(wan)千(qian)瓦(wa)及(ji)以下且設計壽(shou)命期滿的(de)純(chun)凝燃(ran)煤(mei)機(ji)(ji)組(zu),積極推(tui)(tui)(tui)(tui)進30萬(wan)千(qian)瓦(wa)及(ji)以上(shang)熱(re)(re)電(dian)聯(lian)產(chan)電(dian)廠(chang)供(gong)熱(re)(re)合理半徑范圍內(nei)的(de)燃(ran)煤(mei)小(xiao)機(ji)(ji)組(zu)(含(han)自(zi)備電(dian)廠(chang))和燃(ran)煤(mei)鍋爐(lu)整(zheng)合退出。穩步推(tui)(tui)(tui)(tui)進許(xu)昌(chang)、平(ping)頂山等城(cheng)區(qu)(qu)煤(mei)電(dian)項目(mu)“退城(cheng)進郊(園)”,加快推(tui)(tui)(tui)(tui)進洛(luo)陽市(shi)主(zhu)城(cheng)區(qu)(qu)內(nei)燃(ran)煤(mei)電(dian)廠(chang)基(ji)本“清(qing)零”。推(tui)(tui)(tui)(tui)動具備上(shang)網(wang)條(tiao)件的(de)現(xian)役自(zi)備燃(ran)煤(mei)機(ji)(ji)組(zu)納(na)入電(dian)網(wang)統(tong)一調度(du)。(省(sheng)(sheng)(sheng)發(fa)(fa)展改革(ge)委(wei)(wei)牽頭,省(sheng)(sheng)(sheng)工業(ye)和信息(xi)化廳(ting)、省(sheng)(sheng)(sheng)自(zi)然資(zi)源廳(ting)、省(sheng)(sheng)(sheng)生態環(huan)境廳(ting)、省(sheng)(sheng)(sheng)農業(ye)農村廳(ting)、省(sheng)(sheng)(sheng)政(zheng)府國(guo)資(zi)委(wei)(wei)、國(guo)網(wang)河南(nan)(nan)省(sheng)(sheng)(sheng)電(dian)力(li)公司(si)等按(an)職責分工負責)
5. 積(ji)極支持(chi)新能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)建(jian)設(she)。積(ji)極推(tui)(tui)(tui)進(jin)風(feng)電(dian)(dian)、分(fen)(fen)布式光(guang)伏、生物質天(tian)然(ran)氣(qi)(qi)等新能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)建(jian)設(she),進(jin)一步(bu)提高(gao)太(tai)陽能(neng)(neng)(neng)(neng)(neng)(neng)、風(feng)能(neng)(neng)(neng)(neng)(neng)(neng)發電(dian)(dian)占比。支持(chi)豫(yu)(yu)(yu)北、豫(yu)(yu)(yu)東(dong)、豫(yu)(yu)(yu)中南、黃(huang)河兩岸淺山丘等平價風(feng)電(dian)(dian)基(ji)地(di)建(jian)設(she),集約高(gao)效開(kai)發風(feng)電(dian)(dian)基(ji)地(di)。推(tui)(tui)(tui)動光(guang)伏利(li)用(yong)(yong)與建(jian)筑一體化發展,推(tui)(tui)(tui)進(jin)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)供給體系清潔化低碳化。鼓勵有條件的(de)園區、廠區充分(fen)(fen)利(li)用(yong)(yong)太(tai)陽能(neng)(neng)(neng)(neng)(neng)(neng)、風(feng)能(neng)(neng)(neng)(neng)(neng)(neng)、生物質能(neng)(neng)(neng)(neng)(neng)(neng)等可再生能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)。推(tui)(tui)(tui)進(jin)發展氫(qing)能(neng)(neng)(neng)(neng)(neng)(neng)產(chan)業,加(jia)強氫(qing)能(neng)(neng)(neng)(neng)(neng)(neng)應用(yong)(yong)技術研發,培育氫(qing)能(neng)(neng)(neng)(neng)(neng)(neng)產(chan)儲運用(yong)(yong)全產(chan)業鏈。因地(di)制宜發展生物質能(neng)(neng)(neng)(neng)(neng)(neng)和地(di)熱能(neng)(neng)(neng)(neng)(neng)(neng),推(tui)(tui)(tui)進(jin)鄭(zheng)州、開(kai)封(feng)、濮陽、周口(kou)4個千萬平方米(mi)地(di)熱供暖規(gui)模(mo)化利(li)用(yong)(yong)示范區建(jian)設(she)。積(ji)極推(tui)(tui)(tui)進(jin)陜電(dian)(dian)入(ru)(ru)豫(yu)(yu)(yu)建(jian)設(she),謀(mou)劃布局(ju)第四條直流特高(gao)壓輸電(dian)(dian)通道,拓展外(wai)氣(qi)(qi)入(ru)(ru)豫(yu)(yu)(yu)通道,擴(kuo)大油品輸入(ru)(ru)規(gui)模(mo)。統籌布局(ju)加(jia)油、加(jia)氣(qi)(qi)、充(換)電(dian)(dian)、加(jia)氫(qing)等設(she)施,示范推(tui)(tui)(tui)廣氫(qing)電(dian)(dian)油氣(qi)(qi)綜合能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)站。(省(sheng)(sheng)發展改革委牽頭,省(sheng)(sheng)工業和信(xin)息(xi)化廳、省(sheng)(sheng)自然(ran)資(zi)源(yuan)(yuan)(yuan)廳、省(sheng)(sheng)生態環(huan)境廳、省(sheng)(sheng)住房城鄉建(jian)設(she)廳、省(sheng)(sheng)政府國資(zi)委、國網(wang)河南省(sheng)(sheng)電(dian)(dian)力公司等按職責分(fen)(fen)工負(fu)責)
6. 持(chi)續開展散(san)煤治(zhi)理。擴大(da)清(qing)潔(jie)取暖(nuan)試(shi)點城市(shi)(shi)范(fan)圍,支(zhi)(zhi)持(chi)豫東(dong)、豫南(nan)(nan)等市(shi)(shi)爭取中央(yang)財政清(qing)潔(jie)取暖(nuan)資金。按(an)(an)照(zhao)“宜(yi)(yi)氣(qi)則氣(qi)、宜(yi)(yi)電(dian)則電(dian)、先立后(hou)破(po)、不立不破(po)”原則,以鄉(xiang)鎮為單元成片持(chi)續推(tui)進(jin)清(qing)潔(jie)取暖(nuan),落實電(dian)力、天(tian)然(ran)氣(qi)保供和價(jia)格優惠補貼政策,有(you)序(xu)穩步推(tui)進(jin)山區(qu)散(san)煤清(qing)潔(jie)能(neng)(neng)源(yuan)替(ti)代,平(ping)(ping)原地(di)區(qu)散(san)煤全部清(qing)零。全面(mian)淘(tao)汰(tai)(tai)35蒸噸/小(xiao)時以下的燃(ran)(ran)煤鍋(guo)爐(lu)及茶水爐(lu)、經營性爐(lu)灶等燃(ran)(ran)煤設施(shi)。持(chi)續加(jia)快供熱管網建設,充分釋放熱電(dian)聯(lian)產(chan)、工業(ye)(ye)(ye)(ye)余熱等供熱能(neng)(neng)力,淘(tao)汰(tai)(tai)管網覆蓋(gai)范(fan)圍內的燃(ran)(ran)煤鍋(guo)爐(lu)和散(san)煤。支(zhi)(zhi)持(chi)利用(yong)光伏(fu)、地(di)熱、生(sheng)(sheng)物質等可再生(sheng)(sheng)能(neng)(neng)源(yuan)滿足建筑供熱、制冷及生(sheng)(sheng)活熱水等用(yong)能(neng)(neng)需求。依(yi)法將整(zheng)體(ti)完成清(qing)潔(jie)取暖(nuan)改(gai)(gai)造并穩定運行(xing)的地(di)區(qu)劃定為高污(wu)染燃(ran)(ran)料(liao)禁燃(ran)(ran)區(qu),加(jia)強監督檢查,防止散(san)煤復燒。加(jia)快推(tui)進(jin)種植業(ye)(ye)(ye)(ye)及農(nong)副產(chan)品加(jia)工行(xing)業(ye)(ye)(ye)(ye)重(zhong)點企業(ye)(ye)(ye)(ye)燃(ran)(ran)煤設施(shi)清(qing)潔(jie)化能(neng)(neng)源(yuan)替(ti)代,積極推(tui)進(jin)平(ping)(ping)頂山、許昌、南(nan)(nan)陽等市(shi)(shi)煙葉烤房電(dian)代煤,推(tui)動南(nan)(nan)陽、三門峽、駐馬店等市(shi)(shi)食(shi)用(yong)菌企業(ye)(ye)(ye)(ye)“雙(shuang)改(gai)(gai)”工作。(省發展改(gai)(gai)革委、省財政廳、省工業(ye)(ye)(ye)(ye)和信息化廳、省自然(ran)資源(yuan)廳、省生(sheng)(sheng)態(tai)環境(jing)廳、省住房城鄉(xiang)建設廳、省農(nong)業(ye)(ye)(ye)(ye)農(nong)村廳、省市(shi)(shi)場監管局(ju)、省政府國資委、省煙草公司(si)、國網河(he)南(nan)(nan)省電(dian)力公司(si)等按(an)(an)職責分工負責)
(三)協(xie)同推進工業領(ling)域減污降碳
7. 加快(kuai)傳統(tong)產(chan)(chan)業轉型(xing)升(sheng)級(ji)。支持建設國(guo)家(jia)工(gong)業資(zi)源綜合(he)利用示范(fan)基地(di)、國(guo)家(jia)循(xun)環(huan)經濟(ji)試點(dian)示范(fan)、國(guo)家(jia)大(da)宗固體廢(fei)棄物綜合(he)利用示范(fan)基地(di)。支持鋼(gang)鐵、焦化、水(shui)泥(ni)等重(zhong)(zhong)點(dian)行業通(tong)過產(chan)(chan)能(neng)(neng)(neng)置換(huan)、裝備大(da)型(xing)化改(gai)造(zao)、重(zhong)(zhong)組整合(he),鼓勵高(gao)(gao)爐(lu)—轉爐(lu)長流程(cheng)鋼(gang)鐵企業轉型(xing)為電爐(lu)短流程(cheng)煉鋼(gang)工(gong)藝,引導鋼(gang)鐵、煤化工(gong)、水(shui)泥(ni)、鋁加工(gong)、玻璃、耐火材料等行業實(shi)施綠色低(di)碳轉型(xing)升(sheng)級(ji)。積極化解(jie)過剩產(chan)(chan)能(neng)(neng)(neng),加快(kuai)退出低(di)端低(di)效(xiao)產(chan)(chan)能(neng)(neng)(neng),按(an)照國(guo)家(jia)產(chan)(chan)業結(jie)構調(diao)整指(zhi)導目(mu)錄及(ji)相關產(chan)(chan)業政(zheng)策,堅決淘汰落后產(chan)(chan)能(neng)(neng)(neng),推動重(zhong)(zhong)點(dian)行業、重(zhong)(zhong)點(dian)區(qu)域產(chan)(chan)業布(bu)局調(diao)整,實(shi)施城市建成(cheng)區(qu)高(gao)(gao)污(wu)染(ran)企業退城入園(yuan)和(he)敏感區(qu)域、水(shui)污(wu)染(ran)嚴重(zhong)(zhong)地(di)區(qu)高(gao)(gao)污(wu)染(ran)企業優化布(bu)局,利用綜合(he)標(biao)準,依法依規制定方案(an),推動落后產(chan)(chan)能(neng)(neng)(neng)退出。嚴禁在(zai)黃(huang)河干流及(ji)主要(yao)支流臨岸一(yi)定范(fan)圍內新建“兩高(gao)(gao)一(yi)低(di)”項目(mu)及(ji)相關產(chan)(chan)業園(yuan)區(qu)。(省(sheng)(sheng)發展改(gai)革委、省(sheng)(sheng)工(gong)業和(he)信息化廳、省(sheng)(sheng)生態環(huan)境廳、省(sheng)(sheng)政(zheng)府國(guo)資(zi)委等按(an)職責(ze)分工(gong)負(fu)責(ze))
